A question on Iraq’s elections

I just read in The Note that the results for Iraq’s elections won’t be known for at least two weeks. Can anyone explain to me why that is the case?

    The US and newly inserted political elite need time to rig…I mean ensure the democratic qualitative character of the elections as in Afghanistan. Kharzai only obtained like 60% of the vote. It takes time to make a pretend election look legit.

    I apoligize for the cynicism but I cant help myself.
