From slaughterhouse to art house?

Here is another post about culture in the Arab world. When I was last in Morocco, I discovered Casablanca's Culture Factory, an amazing project to re-purpose the city's abandoned old slaughterhouse as a cultural center. I went back recently and was surprised to discover that although artists have continued to hold all sorts of activities there, the project remains in legal limbo, because the city won't grant it any formal recognition.
